Q1: The rule is DELIBERATELY handling the ball but what if a player gets an advantage for a clear unintentional handling of the ball? For example the defensive player kicks the ball towards an offensive player and it hits his hand. The offensive player has no time to react so there is no way the offensive player deliberately handled the ball. However after the ball unintentionally touches the offensive player’s hand the ball falls right at the offensive player’s feet and he has a scoring chance. The offensive player did not deliberately handle the ball, but got an advantage from an unintentional handling of the ball. Should the whistle be blown and a handling the ball foul be called? Answer: Handling the ball intentionally is the foul, however questions to consider: did the player gain an advantage, and was the player facing the player kicking the ball? If he was facing the player kicking the ball then a direct free kick should be awarded from the spot of the foul because he gained an advantage. If he was not facing the player then I would not make the call because no advantage was gained. Also distance should be taken into account and that may give you your answer as to whether he had time to react. Were his hands at his side or were they above his head etc. will also give you the answer. It would be at your discretion as to blow the whistle or not because it states in the rules "in the opinion of the referee" and only the ref on the field can make those determinations.
